The Health, Safety & Environmental (HSE) Officer coordinates and supports HSE compliance activities for JBER operations maintenance and project activities related to utility privatization contracts with the military in Alaska.

Starting Salary Range: $101,522.00 - $104,905.00

This is an in-person position located at Joint Base Elmendorf-Richardson, Anchorage - Alaska.


What you will do

  • Ensure that DU HSE policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated.
  • Ensure DU meets its statutory obligations in all areas pertaining to HSE and welfare at work, including statutory training and reporting.
  • Ensure the completion and regular review of risk assessments for all work equipment and operations.
  • Ensure all accidents are documented, investigated and recommended improvements are implemented.
  • Ensure that safety inspections and fire drills are conducted and the results reported.
  • Manage fire alarms, risk assessments and lone working procedures, and train employees on their individual responsibilities.
  • Coordinate and develop HSE policies, systems of work, procedures, SOPs.
  • Ensure full and accurate HSE training records are maintained.
  • Conduct initial and annual safety training for new and current employees.
  • Assist in the development and maintenance of HSE training curriculum.
  • Act as primary contact and system maintenance officer for the DU Loss Prevention System (LPS).
  • Work with external HSE consultants to provide training programs and health and safety services.
  • Participate in monthly meetings, as needed, to report on relevant HSE matters.
  • Communicate and coordinate with DU staff, DU contractors and CE Group regarding HSE related compliance with ongoing operations and project activities.
  • Support field excavation activities including the evaluation for contaminated site sampling and analysis plans.
  • Verify compliance with stormwater construction and excavation dewatering permits. Verify construction contractors are complying with storm water and dewatering permit requirements, including plan compliance and inspections.


Conditions of Employment
Must pass a pre-employment drug test, random drug test thereafter in accordance with the published policy of Doyon Utilities. Must have a valid driver's license issued by the State of Alaska. Must be eligible to work on a military installation in Alaska. Eligibility to work on a military installation includes compliance with Department of Defense mandates with respect to employee background and health directives.

Qualifications

  • Associate's Degree in health and safety, or equivalent combination of education and relevant experience. Required
  • Bachelor's Degree in physical sciences, engineering, or related field. Preferred
  • 3 years in health, safety, and environmental field experience. Required
  • 2 years in occupational health experience. Preferred
  • 1 year in stormwater compliance activities. Preferred
  • 1 year in construction related experience. Preferred
  • Working knowledge of HSE federal and state regulations. (required proficiency)

  • Construction Health and Safety Technician (CHST) within 180 Days Preferred
  • Either have, or willing to obtain Alaska Certified Erosion and Sediment Control Lead (AK-CESCL) within 1 Year Required
